But amid the chaos, there was an unexpected hero who never fired a single shot: <a href=\"https:\/\/es.wikipedia.org\/wiki\/Alfonso_XIII_de_Espa\u00f1a\" target=\"_blank\" rel=\"noopener\"><strong>King Alfonso XIII of Spain<\/strong>.<\/a><\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">As you know, <strong>Spain remained neutral during the conflict.<\/strong> While Europe was divided, Madrid became the only hope for thousands of French, German and Belgian families. But how did it all begin?<\/p>\n<p>&nbsp;<\/p>\n<div class=\"my-2 first:mt-0 [&amp;:has([data-inline-type=image])+&amp;:has([data-inline-type=image])_[data-inline-type=image]]:hidden [&amp;:has(table)_[data-inline-type=image]]:hidden [&amp;_h1:first-of-type]:mt-8 [&amp;_h2:first-of-type]:mt-6\">\n<div class=\"relative\">\n<div class=\"prose dark:prose-invert inline leading-relaxed break-words min-w-0 [word-break:break-word] prose-strong:font-medium [&amp;_&gt;*:first-child]:mt-0\">\n<h2>It all began with a French laundress<\/h2>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<p style=\"text-align: justify\">The story goes that at the end of 1914,<strong> a letter very different from the others arrived at the Royal Palace in Madrid.<\/strong> It had not been written by a president or an ambassador, but by a humble laundress from the Bordeaux region.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">Her husband had disappeared during the\u00a0<strong><a href=\"https:\/\/es.wikipedia.org\/wiki\/Batalla_de_Charleroi\" target=\"_blank\" rel=\"noopener\">Battle of Charleroi<\/a><\/strong> and the French government gave her no answers. The king created the Prisoners&#8217; Information Office (commonly known as\u00a0<a href=\"https:\/\/es.wikipedia.org\/wiki\/Oficina_Pro_Cautivos\" target=\"_blank\" rel=\"noopener\"><strong>Oficina Pro Cautivos<\/strong> ou European War Office)<\/a>. Unlike the Red Cross, which dealt collectively with large numbers of prisoners, the office of Alfonso XIII specialised in \u2018case-by-case\u2019 management, using royal diplomacy to locate missing persons, arrange repatriations and commute death sentences.<\/p>\n<p style=\"text-align: justify\">Faced with this avalanche, Alphonse XIII decided to formalise the operation. <strong>24 October 1914<\/strong> is considered the official opening date of the office. Initially, it was housed in a small office in the Private Secretariat. It quickly became too cramped and occupied three large rooms in the Plaza de Oriente wing, then finally premises on the upper floors and attics of the Royal Palace.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">Imagine the scene: the elegant rooms of the palace filled with mountains of letters (they received thousands every day!). <strong>The king hired more than 40 people,<\/strong> including many female volunteers who spoke several languages, to sort the files of the missing by colour:<\/p>\n<p><strong>&#8211; Red:<\/strong> for the injured.<\/p>\n<p><strong>&#8211; White:<\/strong> for the deceased.<\/p>\n<p><strong>&#8211; Blue:<\/strong> for the missing.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/strasbourg.eleusal.com\/wp-content\/uploads\/sites\/29\/2025\/12\/91381990-0625-44c7-8394-73994c3509d3.jpg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-16411\" title=\"The little-known humanitarian side of Alfonso XIII \" src=\"https:\/\/strasbourg.eleusal.com\/wp-content\/uploads\/sites\/29\/2025\/12\/91381990-0625-44c7-8394-73994c3509d3.jpg\" alt=\"The little-known humanitarian side of Alfonso XIII \" width=\"1200\" height=\"800\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><em>The Royal Palace in Madrid has been transformed into a bureaucratic office responsible for managing over 200,000 files.<\/em><\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">The most surprising thing is that the Spanish state did not pay anything. T<strong>he king financed everything out of his own pocket,<\/strong> spending a fortune on stamps, paper and telegrams.<\/p>\n<div>\n<div class=\"my-2 first:mt-0 [&amp;:has([data-inline-type=image])+&amp;:has([data-inline-type=image])_[data-inline-type=image]]:hidden [&amp;:has(table)_[data-inline-type=image]]:hidden [&amp;_h1:first-of-type]:mt-8 [&amp;_h2:first-of-type]:mt-6\">\n<div class=\"relative\">\n<div class=\"prose dark:prose-invert inline leading-relaxed break-words min-w-0 [word-break:break-word] prose-strong:font-medium [&amp;_&gt;*:first-child]:mt-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">Living in Strasbourg, a city that knows well the scars of European history, this work takes on special significance. The office of <strong>Alfonso XIII made no distinction between the camps.<\/strong> It helped French and German soldiers alike. Thanks to this office:<\/p>\n<p>1. <strong>70,000 civilians were rescued<\/strong> from occupied areas.<\/p>\n<p>2. The <strong>repatriation of 21,000 sick prisoners<\/strong> was organised.<\/p>\n<p>3. Dozens of death sentences were avoided.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<\/div>\n<h2 class=\"mb-2 mt-4 font-display font-semimedium text-base first:mt-0\">Key structure and individuals<\/h2>\n<\/div>\n<p>&nbsp;<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">If the king was the heart, <a href=\"https:\/\/historia-hispanica.rah.es\/biografias\/42626-emilio-maria-de-torres-y-gonzalez-arnao\" target=\"_blank\" rel=\"noopener\"><strong>Emilio Mar\u00eda de Torres y Gonz\u00e1lez-Arnao<\/strong><\/a> was the brain. As the king&#8217;s private secretary, Torres was responsible for the operational management of the office. He designed the colour-coded filing system, as mentioned above, to classify the missing persons by nationality, battalion and internment camp. He worked tirelessly to classify requests and draft diplomatic letters. For this titanic task, the king later awarded him the title of 1st Marquis of Torres de Mendoza.<\/p>\n<p style=\"text-align: justify\">In addition, <a href=\"https:\/\/es.wikipedia.org\/wiki\/Luis_Mar\u00eda_de_Silva_y_Carvajal\" target=\"_blank\" rel=\"noopener\"><strong>Luis de Silva y Carvajal<\/strong><\/a>, a diplomat and aristocrat, was his right-hand man. He was responsible for coordinating the international network, acting as a liaison between Madrid and the embassies in Berlin, Vienna, Paris and London.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">The office started with seven people, but by 1915 it already had <strong>more than 40 employees.<\/strong><\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\"><strong>&#8211; Five additional women and sixteen additional men<\/strong> were hired in July 1915 to type and file documents, breaking with the male tradition of the royal secretariat.<\/p>\n<p style=\"text-align: justify\">&#8211; Many ladies from Madrid&#8217;s high society (known in other contexts as \u2018Margaritas\u2019 or Red Cross volunteers, although here they were acting under royal mandate) helped translate the thousands of letters that arrived in French, German, English and Italian.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">However, the office could not have functioned without the king&#8217;s \u201ceyes\u201d on the ground:<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\"><strong>&#8211; <a href=\"https:\/\/es.wikipedia.org\/wiki\/Alfonso_Merry_del_Val\" target=\"_blank\" rel=\"noopener\">Alfonso Merry del Val<\/a> (London):<\/strong> He handled British requests.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\"><strong>&#8211; <a href=\"https:\/\/en.wikipedia.org\/wiki\/Luis_Polo_de_Bernab\u00e9\" target=\"_blank\" rel=\"noopener\">Luis Polo de Bernab\u00e9<\/a> (Berlin):<\/strong> He played a crucial role. The office made no distinction between a simple soldier and a celebrity; for the king and his secretary, <strong>Emilio Mar\u00eda de Torres,<\/strong> all these lives were worth saving.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">Do you know <a href=\"https:\/\/fr.wikipedia.org\/wiki\/Maurice_Chevalier\" target=\"_blank\" rel=\"noopener\"><strong>Maurice Chevalier<\/strong><\/a>? Before becoming the Hollywood star who sang in \u2018Gigi\u2019, Chevalier was a French soldier wounded and captured by the Germans in 1914. He was interned in the Altengrabow prison camp, where he learned English from other captives. Thanks to the direct intervention of Alphonse XIII with Kaiser Wilhelm II, Chevalier was released in 1916, allowing him to resume a career that would make him immortal.<\/p>\n<p style=\"text-align: justify\">Among these celebrities, two other names are also worth mentioning:<\/p>\n<p style=\"text-align: justify\"><strong>&#8211; <a href=\"https:\/\/es.wikipedia.org\/wiki\/Vaslav_Nijinsky\" target=\"_blank\" rel=\"noopener\">Vaslav Nijinsky<\/a>: <\/strong>The \u2018God of Dance\u2019, a major star of the Ballets Russes, was arrested in Hungary at the start of the war because of his Russian nationality (an enemy of the Austro-Hungarian Empire). He was placed under house arrest in Budapest, where he lived in agonising uncertainty. After complex diplomatic negotiations orchestrated from Madrid, the king secured his release, allowing Nijinsky to travel to New York and then to Spain, where the company found refuge.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\"><strong>&#8211; <a href=\"https:\/\/es.wikipedia.org\/wiki\/Arthur_Rubinstein\" target=\"_blank\" rel=\"noopener\">Arturo Rubinstein<\/a>: <\/strong>Although he was not a prisoner, the talented Polish pianist found himself caught up in the conflict. Thanks to a Spanish passport obtained by order of the king, he was able to travel freely and develop his international career, while retaining a deep gratitude towards Spain.<\/p>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify\">However, the office also experienced moments of profound sadness. The case that most tormented the king was that of <a href=\"https:\/\/es.wikipedia.org\/wiki\/Edith_Cavell\" target=\"_blank\" rel=\"noopener\"><strong>Edith Cavell<\/strong>,<\/a> the famous British nurse sentenced to death by the Germans in Belgium for helping Allied soldiers escape. Alfonso XIII sent urgent telegrams and mobilised all neutral diplomatic channels to ask for clemency, but his pleas arrived too late. Her execution had a profound effect on the monarch.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div class=\"my-2 first:mt-0 [&amp;:has([data-inline-type=image])+&amp;:has([data-inline-type=image])_[data-inline-type=image]]:hidden [&amp;:has(table)_[data-inline-type=image]]:hidden [&amp;_h1:first-of-type]:mt-8 [&amp;_h2:first-of-type]:mt-6\">\n<div class=\"relative\">\n<div class=\"prose dark:prose-invert inline leading-relaxed break-words min-w-0 [word-break:break-word] prose-strong:font-medium [&amp;_&gt;*:first-child]:mt-0\">\n<h2 class=\"mb-2 mt-4 font-display font-semimedium text-base first:mt-0\">The legacy: &#8220;El Archivo de las L\u00e1grimas&#8221;<\/h2>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\">The work of the Oficina Pro Cautivos is an often forgotten but essential chapter in history.
