WHAT IS THE CPF?
The Personal Training Account (CPF) is a scheme that allows all working people, from the moment they enter the labour market until they retire, to acquire rights to professional training.
Fundamental principles
✅ Universal: Accessible to all working people (employees, self-employed, job seekers)
✅ Portable: Your rights follow you throughout your career
✅ Independent use: You choose your training on My Training Account
✅ Certified training: Only for training leading to recognised certification
Since 2019
The CPF has replaced the former DIF (Individual Right to Training) and now operates in euros rather than hours.
✨ NEW FEATURES OF THE CPF 2025
💶 Mandatory financial contribution increased
Since 1 January 2025, the flat-rate contribution payable by the beneficiary has been set at €102.23 (compared to €100 in 2024).
📊 Indexed to inflation: This amount is revised each year in line with changes in consumer prices excluding tobacco.
How does it work?
– Automatic debit when purchasing the training course on the Mon Compte Formation platform.
– Regardless of the total cost of the training course.
– Payment must be made at the time of registration by credit card or bank transfer.
– No payment deadlines or facilities are granted.
– Even if your CPF rights cover the entire cost, you must pay €102.23.
Example:
Your training course costs €1,000 and you have €1,000 in CPF credits available.
→ The CPF covers €897.77.
→ You pay €102.23 in compulsory contributions.
✅ Exemptions from participation
Certain beneficiaries are exempt from this participation:
– Job seekers (registered with France Travail)
– Employees receiving contributions from their employer, an OPCO, or under a sectoral or group agreement
– Individuals using their Professional Prevention Account (C2P)
– Individuals receiving contributions following an accident at work or occupational illness (AT/MP) with permanent disability ≥ 10%
🤝 Expansion of third-party funders (Decree of April 2025)
Since April 2025, new funders can contribute directly to your CPF:
– OPCO (Skills Operators)
– Regions and local authorities
– France Travail
– Professional branches
– Companies
Advantages:
– Better targeting of audiences (retraining, young people without qualifications, training in high-demand professions).
– Facilitation of co-investment.
– Dematerialised platform managed by the Caisse des Dépôts.
📜 Business start-up training courses (since 16 February 2025)
Certification requirement: Training courses on business creation/takeover must now lead to certification registered with the RNCP (National Directory of Professional Certifications) or the RS (Specific Directory).
🔒Enhanced security
FranceConnect+ authentication is mandatory for all registrations in order to combat fraud.
💰 CPF FUNDING
For employees
€500 per year for full-time work (or at least part-time)
Pro-rated for part-time work < 50%
Standard ceiling: €5,000
Increased ceiling: €8,000 for:
– Low-skilled workers (below Baccalaureate level)
– People with disabilities
– Beneficiaries of compulsory employment
Annual credit: Between 30 January and 15 June of the following year.
For self-employed workers
€500 per year (subject to payment of the CFP – Contribution to Professional Training)
Maximum: €5,000
For job seekers
No funding during the period of unemployment, but acquired rights are retained.
Possibility of additional funding from France Travail, Regions, OPCO.

Only training courses leading to certification or qualifications are eligible:
✅ Training courses listed in the RNCP (diplomas, professional titles)
✅ Training courses listed in the Specific Directory (additional certifications)
✅ Skills assessments
✅ VAE (Validation of Acquired Experience)
✅ Driving licences (B, C, CE, D)
✅ Language training courses with recognised certification (DELE, SIELE, etc.)
✅ Business creation/takeover (certification mandatory since 16/02/2025)

Diploma in Spanish as a Foreign Language
📋 Listed in the Specific Directory: RS 6302
🌍 Internationally recognised by the Spanish Ministry of Education and the Instituto Cervantes.
♾️ Unlimited validity: The DELE diploma is valid for life.
🎯 All levels: A1, A2, B1, B2, C1, C2 of the CEFR.
Tests:
– Written comprehension (reading)
– Oral comprehension (listening)
– Written expression (writing)
– Oral expression (interaction)
Terms and conditions:
– In-person exam at our approved centre
– Fixed dates announced by the Instituto Cervantes
– Registration included in CPF training fees
📌 Available courses
– Group courses (3–8 participants)
Levels A2 to C2 (30 hours – 10 weeks – 2 hours/week)
Monday to Thursday, 6:00 p.m. to 7:30 p.m.
⚠️ A1.1 and A1.2 courses are NOT eligible for CPF funding.
(No certification available for complete beginners)

All levels A2 to C2
Flexible hours depending on availability
– Intensive DELE preparation
Specific modules to prepare for the 4 exams.
🚀 HOW TO USE YOUR CPF AT ELE USAL STRASBOURG?
STEP 1: Create or access your account
Go to: www.moncompteformation.gouv.fr
Required documents:
– Social Security number (Vitale card)
– Authentication via FranceConnect+
People residing abroad: Contact the platform’s support team.
STEP 2: Check your entitlements
Log in to your secure personal account to find out:
– The amount available in your CPF
– Eligible training courses
STEP 3: COMPULSORY level test
⚠️ MANDATORY before registering (except for A1 beginners or former ELE USAL students < 1 year)
Two parts:
Online written test: ELE USAL level test
Oral interview: Mandatory via Zoom or in person

STEP 4: Choose your course
On My Training Account:
– Search for ‘ELE USAL Strasbourg’
– Select the level corresponding to your test
– Click on ‘Request a quote’
⚠️ Please note: Levels A1.1 and A1.2 are NOT eligible
STEP 5: Finalise your registration
1. Send an email to info@strasbourg-eleusal.com with:
– Your first and last name
– Your chosen course
– Your level test result
2. ELE USAL will validate your request on the CPF platform
3. You will accept the file on My Training Account
4. You will pay the mandatory participation fee of €102.23 (unless exempt)
⚠️ MANDATORY DEADLINE: No applications can be validated within 11 working days prior to the start of the course.
STEP 6: Confirmation
You will receive:
– Registration confirmation
– Invitation to attend
– Detailed information about the training course
– Internal rules and regulations
– Teaching programme
TRAINING PROCEDURE
Attendance is MANDATORY
✅ Attendance required at each session
✅ Mandatory signature of the attendance sheet
✅ Minimum rate: Over 80% attendance required
⚠️ Important: Only sessions that are actually attended are funded by the CPF. Unjustified absences may be billed separately.

DELE certification REQUIRED
At the end of the course, you must take the DELE exam:
