Our training organisation complies with indicator 26 of the Qualiopi standard, which requires us to mobilise the expertise, tools and networks necessary to welcome, support, train or guide people with disabilities.

LEGAL DEFINITION OF DISABILITY

 

According to Article L.114 of the Social Action and Families Code, a disability is defined as:

 

‘Any limitation of activity or restriction of participation in society suffered by a person in their environment due to a substantial, lasting or permanent impairment of one or more physical, sensory, mental, cognitive or psychological functions, a multiple disability or a disabling health condition.’

 

This definition encompasses:

 

– Motor disabilities (reduced mobility, writing difficulties).

– Sensory disabilities (visual, auditory).

– Psychological disabilities (anxiety disorders, depression).

– Mental and cognitive disabilities (intellectual disability, memory disorders).

– Learning disorders (dyslexia, dyspraxia, ADHD).

In accordance with the standards for establishments open to the public (ERP) and the decrees of April 2017, we have assessed the accessibility of our premises and are implementing appropriate alternative solutions.

Parking spaces for people with reduced mobility: Parking spaces reserved for people with reduced mobility are available at Place Saint-Aloïse, right next to the building.

Responsibilities of the disability liaison officer

 

In accordance with Qualiopi requirements (indicator 26) and regulations, our disability advisor:

 

– Welcomes and informs people with disabilities about their rights and existing support systems.

– Assesses the specific needs of each learner during a personalised interview.

– Develops an individualised support plan tailored to the needs identified.

– Coordinates educational, technical, organisational and material adaptations.

– Liaises with specialist partners in the region (AGEFIPH, Cap Emploi, MDPH, RHF).

– Raises awareness among the teaching team about different types of disability and the necessary adaptations.

– Provides support throughout and after the training course.

– Mobilises available financial assistance (AGEFIPH, OPCO, FIPHFP).

1. Prior contact REQUIRED

 

IMPORTANT: Learners with special needs must inform us of their situation BEFORE registering by contacting the disability advisor.

A personalised interview (in person, via video conference or telephone, depending on your preference) is organised to:

 

– Discuss your training project.

– Identify your specific compensation needs.

– Assess the necessary pedagogical, technical and organisational adaptations.

– Determine the most appropriate training method (in-person at home, distance learning, hybrid).

– Check compatibility with our capacity.

– Identify partners to be mobilised if necessary.

 

3. Specific needs questionnaire

 

A detailed and confidential questionnaire is available for download on our website.

4. Development of an individualised support plan

 

Based on the interview and questionnaire, we develop an individualised support plan (ISP) specifying:

 

– Appropriate educational objectives

– The training methods selected

– Educational and technical adaptations

– Adjustments to timetables and pace

– Appropriate assessment methods

– The human and material resources mobilised

– The training schedule

– The dedicated contacts

 

5. Implementation and follow-up

 

– Implementation of agreed adjustments.

EDUCATIONAL ADAPTATIONS BY TYPE OF DISABILITY

 

PHYSICAL DISABILITY

 

Mobility difficulties:

 

– Home tuition: Organisation of sessions at the learner’s home.

– Online training: Real-time videoconferencing.

– Accessible locations: Choice of single-storey premises for group training.

– Adapted timetables: Taking into account constraints related to care and travel

 

Handwriting difficulties:

 

– Writing assistance: Provision of a person to write down dictation.

– Digital tools: Use of computers, tablets, voice recognition software.

– Digital media: All documents provided in editable electronic format.

– Extra time: Increased time for written exercises (generally +33%).

 

VISUAL IMPAIRMENT

 

Visually impaired:

 

– Enlarged materials: Teaching materials in A3 format or enlarged font (minimum 16-18 points).

– High contrast: Materials with high contrast (black text on a white background).

– Optimal lighting: Adaptation of lighting conditions.

– Preferred seating: Optimal positioning in the classroom (close to the board or screen).

– Extra time: 33% increase in time for activities.

– Digital formats: Accessible PDFs, editable Word documents.

– Magnification tools: Permission to use magnifying glasses and video magnifiers.

 

Blind or severely visually impaired:

 

– Braille equipment: Access to Braille materials if necessary (ONCE partnership for DELE exams).

– Speech synthesis: Audio materials and screen reader software.

– Human assistance: Support from a reader if necessary.

– Oral methods: Priority given to oral exchanges and recordings.

– Extra time: Up to 50% extra time.

– Visual exemption: Adaptation or exemption from mandatory visual materials.

 

HEARING IMPAIRMENT

 

Hearing impaired:

 

– Optimal seating: As close as possible to the teacher and speakers.

– Amplified equipment: Induction loop if available.

– Written instructions: Transcript of all verbal instructions.

– Subtitles: Videos with subtitles in Spanish and/or French.

– Enhanced visual aids: PowerPoint, diagrams, mind maps.

– Extra time: 33% increase in time for activities.

– Rephrasing: Systematic repetition and rephrasing.

 

Profoundly deaf:

 

– Sign language: Option to use an LSF/LSE interpreter (to be arranged in advance).

– Written communication: Preference for written materials, instant messaging.

– Lip reading: Face-to-face with the teacher, good visibility of the face.

– Exam adaptations: Possibility of exemption from oral comprehension and oral production tests for DELE exams according to medical recommendations.

– Transcripts available: Access to written versions of all audio materials used.

 

LEARNING DISABILITIES (DYS)

 

Dyslexia, dysorthographia, dyspraxia, dyscalculia:

 

– Extra time: 33% increase according to medical recommendations.

– Adapted font: Use of sans serif fonts (Arial, Verdana, OpenDyslexic).

– Spacious materials: Documents with ample spacing and clear layout.

– Digital tools: Spell checkers, speech synthesis software.

– Easy reading: Simplified texts, short and clear instructions.

– Audio materials: Course recordings, podcasts.

– Reduction of written material: Prioritise oral communication whenever possible.

– Photocopies: Provision of written course materials to avoid note-taking.

 

ADHD (Attention Deficit Hyperactivity Disorder):

 

– Frequent breaks: Split lessons with break times.

– Calm environment: Reduction of auditory and visual distractions.

– Short instructions: Simple instructions, one task at a time.

– Structured materials: Clear documents with titles, bullet points, numbering.

– Regular reminders: Frequent restatement of objectives.

 

AUTISM SPECTRUM DISORDERS (ASD)

 

– Predictability: Training programme communicated in advance.

– Stable routine: Fixed schedules, predictable sequence of events.

– Clear communication: Explicit instructions, avoid implicit ones.

– Controlled environment: Reduction of sensory stimuli.

– Visual aids: Pictograms, visual schedules, concrete aids.

– Adjustment time: Respect for personal pace.

 

MENTAL HEALTH ISSUES AND DISABILITIES

 

Depression, anxiety disorders, bipolar disorder, schizophrenia:

 

– Flexibility: Adjusting the pace according to health status.

– Therapeutic breaks: Option to temporarily suspend work.

– Schedule adjustments: Taking medical appointments into account.

– Supportive communication: Listening, empathy, encouragement.

– Adapted progression: Realistic goals, gradual steps.

 

Chronic illnesses (diabetes, epilepsy, cancer, MS, fibromyalgia, etc.):

 

– Flexible working hours: Adaptation according to treatment and fatigue.

DELE EXAMS AND SPECIFIC ADAPTATIONS

 

Accessibility of DELE exams

 

The DELE exams (Diploma in Spanish as a Foreign Language) issued by the Instituto Cervantes are accessible to people with disabilities in accordance with international regulations.

 

ELE USAL Strasbourg, as an approved DELE exam centre, supports candidates with disabilities throughout the process.

 

Adapted DELE registration procedure

 

– STEP 1: Declaration of disability

The type of disability must be communicated to the examination centre at the time of registration.

– STEP 3: Application deadlines

 

– Optimal: At the time of registration

– Recommended: At least 2 weeks before the examination

– Deadline: Up to 48 hours after registration (if not anticipated)

 

⚠️ Important: The earlier the application is made, the better the organisational conditions.

 

– STEP 4: Required supporting documents

 

Documents to be provided:

 

– Copy of disability certificate or RQTH (Recognition of Disabled Worker Status)

Recent medical report (less than 6 months old) with:

– Doctor’s signature

– Professional stamp

– RPPS number (doctor’s identification number)

– Description of the disability and its repercussions

– Specific recommendations for necessary accommodations

– Additional supporting documents depending on the type of disability

 

– STEP 5: Validation by the Instituto Cervantes

 

– Creation of an account on the Instituto Cervantes platform

– Review of the application by the relevant departments

– Notification of the decision to the candidate and the examination centre by email

– Confirmation of the accommodations granted

– Additional time: +50% for Braille, +33% for other adaptations.

– Adapted lighting: Individual lamp if necessary.

– Reading assistance: Human reader for blind candidates.

 

Hearing impairment:

 

– Hearing aids: Authorisation to use during all tests.

– Amplification: Magnetic loop or amplified headphones.

– Lip reading: Arrangements to enable the candidate to see the examiner.

– Additional time: Generally +33%.

– Possible exemptions: Exemption from oral comprehension or oral expression tests depending on the severity (decision by the Instituto Cervantes).

– Written transcription: Instructions also provided in writing.

 

Physical disability:

 

– Accessibility: Ground floor room, ramps, adapted spaces.

– Additional time: Generally +33%.

– Support staff: Assistance with writing (secretary, oral dictation).

– Computer: Use of a computer for writing (without internet).

– Individual room: Dedicated space with adapted supervision.

– Technical break: Possibility of breaks for medical reasons.

FREQUENTLY ASKED QUESTIONS (FAQ)

 

❓ Do I have to declare my disability?

No, declaring your disability is voluntary. However, in order to benefit from educational adjustments and financial assistance, we strongly recommend that you inform us before registering.

 

❓ Will my disability be mentioned on my certificate?

No, no mention of disability appears on the certificates or diplomas issued.

 

❓ Can I take the DELE exams with a disability?

Yes, absolutely. The Instituto Cervantes provides specific accommodations for all types of disabilities. We will assist you with all the necessary steps.

 

❓ Do the adjustments come at an additional cost?

No, educational adjustments are included in the course fee. Any additional costs (specialised equipment, human assistance) may be covered by AGEFIPH or other organisations.

 

❓ Can I take the course remotely?

Yes, we offer online courses of the same educational quality as face-to-face courses, which are ideal for people with reduced mobility.

 

❓ What happens if I have to interrupt my course for medical reasons?

There are solutions available: postponement, spreading the course over a longer period, catching up, recorded lessons. Contact the disability advisor immediately.

 

❓ How do I obtain RQTH status?

Contact the MDPH in your department (MDPH 67 for Bas-Rhin: 0 800 747 900). RQTH status entitles you to financial assistance and special arrangements.

 

❓ What should I do if ELE USAL cannot accommodate me?
We will refer you to partner organisations that are better suited to your situation. You will never be left without a solution.
